3 indicted for theft at JFK High School

A SUPERIOR Court of Guam grand jury handed down an indictment against three employees of the Guam Public School System for allegedly taking money from John F. Kennedy High School.
Stephanie Joy H. Frias, 25, and Kristin N. Moore, 28, were charged with theft and theft by deception as a third-degree felony, theft as a misdemeanor, tampering with public records, and two counts of official misconduct.
Royanne M. Salas, 40, was also indicted in this case. She was charged with theft and theft by deception as misdemeanors, conspiracy and conspiracy by deception as third-degree felonies, tampering with public records as a third-degree felony, and official misconduct as a misdemeanor.
The indictment alleges that Frias, between Jan. 3, 2006 and March 21, 2006, took $500 from GPSS, which she did not rightfully earn because she didn’t coach the John F. Kennedy High School pompom team. On another occasion at about the same time, the indictment alleges that Frias took an additional $50.
Frias is also alleged to have made a false entry or made alterations on time sheets kept by GPSS. Frias’s was charged with official misconduct because she was an employee of the school system at the time of the alleged crime.
The charges against Moore are similar to those against Frias, except that Moore took money for coaching the high school’s cheerleading team, knowing that no such team existed. Moore also tampered with GPSS time sheets.
The indictment also alleges that Salas agreed with Moore and Frias to take the money and falsify time sheets.
“Royanne Salas did agree to accept false time cards to make it appear that the pompom and cheerleading teams actually existed…that Royanne Salas did agree to pay Moore and Frias for coaching the pompom and cheerleading teams when she (Salas) knew that those teams did not exist,” the indictment read.
