THE Commonwealth Ports Authoritys
executive director, Clyde K. Norita, has resigned over micromanagement
by the agencys board.
Norita, who was recommended by the governor, was hired by CPA in September
last year and his contract was renewed by the board in December.
Its micromanagement, he told Variety yesterday. Board
members are getting involved in specific day-to-day operations of the
agency.
Norita said his resignation will be effective at the end of this month.
CPA chairman Rex I. Palacios was not answering this reporters phone
calls yesterday.
I tried my best to work with the board in defining the areas of
our responsibilities, Norita said. I want our jobs defined
the
boards and the managements.
The board, he added, was intervening and meddling in decisions relating
to internal management operations such as the hiring and promoting of
people as well as the assigning of overtime work for employees.
The board is the decision-making body and the management is the
implementing body. Whatever I enforce is based on the policies and rules
that the board has worked out, Norita said.
Press Secretary Charles P. Reyes Jr. yesterday said the administration
respects Noritas decision.
We have the information that he will resign but as to when he will
submit his resignation, we have no idea, Reyes said. Were
very impressed with the changes he made in the agency, particularly the
cutting of CPAs consultant fees.
