CPA board wants control over procurement, signing of checks

AFTER recently assuming direct control over two officials — the comptroller and the legal counsel — the Commonwealth Ports Authority board has approved a new policy regarding the signing of checks and procurement.
During a special meeting on Saturday, the board amended CPA’s existing procurement policy that requires the approval of the chairman and the executive director on procurements over $3,000.
CPA Executive Director Clyde Norita said, currently, procurements of less than $25,000 require only the executive director’s approval. “The board’s amendment reduces the $25,000 threshold to $3,000 on all purchase requisitions,” he said, adding that all purchase requests from now on will have the signature of the requesting division, the comptroller, the executive director and the chairman of the board.
Norita, whose resignation takes effect on May 4, said the board also changed the check signing authority of CPA’s management.
“They reduced the check signing authority of management from $5,000 to $3,000. So now all checks above $3,000 must have the signatures of one management and one board member,” Norita said.
