‘If there were no bylaws what did the GOP board amend?’

THE Republicans of Precinct 4 continue to question the legitimacy of their party’s board of directors.
Luis Q. Kapileo said if the party’s bylaws were suspended as claimed by the leadership “then what bylaws did they amend just recently?”
He maintains that the election of GOP officers in December last year was in direct violation of the by laws.
GOP secretary Kimo M. Rosario has said that the bylaws were suspended before the election was held.
But according to Kapileo, Rosario’s claim “is completely false, totally erroneous and misleading.”
Kapileo said the suspension of rules was limited only to certain provisions on the forfeiture of party membership.
These were suspended to allow former party members to rejoin the GOP, he said.
He said no motion was made to suspend the bylaws that day.
The board members should have been elected by the general membership, Kapileo added.
The election of Thomas B. Pangelinan and the rest of the party’s new officers was not done this way, he said.
Kapileo said the GOP board is “not reading the bylaws or does not care because an agenda is in the making.”
He declined to elaborate.
Asked for comment, Rosario said it was the former party officers led by John S. Reyes who suspended the bylaws during the Dec. 18 meeting.
Rosario said he is not a lawyer to comment on the legal aspects of the issue.
He said he is for the unity of the party and will no longer comment on an issue that may cause a rift within the GOP.
