Restoration of CSC’s ‘null and void’ power sought

SENATOR Judith Guthertz, D-Mangilao, is seeking the restoration of the Civil Service Commission’s “null and void” authority to ensure that the Department of Administration’s hiring practices are kept in check.
“Even if there has been no ‘hanky panky’ relative to hiring, it doesn’t make sense to place all of these responsibilities at DOA,” Guthertz stated in a letter to Public Auditor Doris Brooks.
The freshman senator officially asked Brooks yesterday to review the personnel hires made by DOA over the last 18 months since the department assumed some of the functions and duties of CSC.
“I am concerned that some of the hiring of classified personnel was not within the merit system guidelines,” she said.
