House ‘coup’ installs Bells as new Speaker

In a sudden reorganization move yesterday at the House of Delegates, Antonio Bells was installed as the new Speaker replacing Augustine Mesebeluu and several changes in the committee chairmanship as well as introduction of new committees and split others.
Bells formerly belonged to the majority bloc that also composed of Mesebeluu, Kerai Mariur, Joel Toribiong, William Ngiraikelau, Noah Idechong, Florencio Yamada, Okada Techitong and Noah Secharraimul.
But this time, Bells and Idechong are now part of the former minority, which now became the majority that also included Sabino Anastacio, Mario Gulibert, Kalistus Ngirturong, Lucio Ngiraiwet, Flavian Carlos and Thomas Patris and Jonathan Isechal.
It would be recalled that in 2005, Gulibert was stricken out of the speakership during a similar reorganization move.
The latest move, through Resolution 7-14-27S, stated that it is to establish new direction, install new leadership and facilitate maximum participation and cooperation among members of the HOD.
The Resolution, which was adopted by acclimation, has relegated Mesebeluu as Vice Speaker and installed Anastacio as Floor Leader, the post formerly held by Ngiraikelau.
Gulibert was installed as chairman of Ways and Means Committee formerly held by Bells.
Anastacio was also the new chair of the Judiciary and Governmental Affairs formely held by Mariur.
Idechong kept his post as chair of Resources and development committee.
The Health and Education Committee, which was held by Toribiong, had been split into two
Former Vice Speaker Techitong was given the Health Committee while Education was given to Ngirturong.
Capital Investment Projects Committee, which had been held by Yamada, was given to Ngiraiwet.
A new committee called Commerce, banking, Insurance and Investment, is chaired Isechal.
The former Tourism, Youth and Social Affairs, which was held by Sechrraimul, was split into two committees.
Ngiraikelau was given the Social, Cultural and Youth Affairs Committee while Toribiong was given the Tourism committee.
Another committee that broke into two is the Foreign Affairs and State Relations, formerly held by Ngiraikelau.
Carlos was given the Foreign Affairs while State Relations was given to Mariur.
Yamada was named chair of another new committee, Ecology and Environment while Secharraimul was named chair of Labor and Trade.
The former commerce and trade, which was held by Techitong was dissolved.
Mesebeluu, Mariur, Ngiraikelau and Yamada immediately asked that their names be removed from the new HOD organization.
