THE Guam Public
School System and the Department of Administration have yet to send about
$1.3 million in utility payments to the Guam Waterworks Authority and
the Guam Power Authority.
Although the two utility agencies threatened disconnection of services
to GPSS facilities due to non-payment, GPSS had water running through
their taps and power service as of Friday afternoon.
April 12 was the deadline for payment given by GPA to GPSS to pay its
$814,000 power bill and $100,000 payment on a promissory note. GWA is
also waiting for a payment on a $95,000 bill.
Because of a preliminary injunction between GPSS, the Department of Labor,
and the Attorney Generals Office, the school system has to pay $3
million of its arrears to vendors whenever they get money from the general
fund.
This is stalling the payments of the agencys utility bills and other
obligations.
It is not known if any of the two agencies will follow through with their
warning of disconnection this week. It is also not known at this time
if the list of GPSS facilities that will be disconnected includes schools.
In other news, Simon Sanchez High School principal Lou San Nicolas has
been assigned, in the interim, as associate superintendent of secondary
education.
