Villagomez: It’s up to Senate who to confirm for CDA board

LIEUTENANT Gov. Timothy Villagomez yesterday said whoever the Senate confirms for the Commonwealth Development Authority board of directors should be “respected.”
Villagomez, as acting governor, re-appointed Vincent Calvo to CDA, but Gov. Benigno R. Fitial later nominated Vito A. Ulloa.
Villagomez said the issue “is only a procedural thing,” and the Senate’s decision must be respected.
According to Press Secretary Charles P. Reyes Jr. yesterday, Ulloa has “declined” the nomination.
“That’s what we’ve heard here, so we are trying to find somebody else,” Reyes said, adding that the governor is looking at another appointee from Rota.
Reyes earlier said that the re-appointment of Calvo was invalid because it was not officially transmitted to the Senate.
Villagomez, in a separate interview yesterday, said he had asked the governor’s office before re-appointing Calvo.
“I have full respect for the Legislature and for whoever the Senate confirms for the position,” the lt. governor said.
Senate Floor Leader Felix T. Mendiola, Covenant-Rota, said the Senate Committee on Executive Appointments and Government Investigations is considering Calvo’s re-appointment.
Mendiola also expressed concern over the conflicting appointments made by Fitial and Villagomez.
“It reflects a lack of communication between the governor and the lieutenant governor,” Mendiola said in an earlier interview.
He said that members of the Senate, committee support Calvo’s re-appointment.
He said since Villagomez’s appointment letter and other necessary documents have already reached the Senate, they can vote on Calvo’s reappointment.
Whether the transmittal was official or not is not an issue, Mendiola said, because the Senate has Calvo’s appointment documents.
