A CAPTAIN in the U.S. Air
Force and his wife are in the Hagatna detention facility after they were
arrested in connection with alleged criminal sexual conduct with their
minor children and for possession of sexually explicit materials, including
thousands of nude photos of minors in sexual acts.
Michael Eric Dunlop, 36, and Kendall Rachelle Dunlop, 30, remain behind
bars on a $100,000 cash bail each.
The Attorney Generals Office filed charges of second-degree criminal
sexual conduct as a first-degree felony, photography of minors sexual
acts as a first-degree felony, use of a child in obscene acts as a first-degree
felony and two counts of child abuse as a misdemeanor.
Their two minor sons, aged 3 and 5, are now in the custody of the Healing
Hearts Crisis Center while officers of Child Protective Services are still
determining what services they can give to the children of the arrested
couple.
The Andersen Air Force Base confirmed that Dunlop is an Air Force bioenvironmental
officer on active duty status and that Andersen law enforcement officials
are supporting local law enforcers in the continuing investigation of
the alleged criminal acts of the airman and his wife.
Guam Police Department officers, by virtue of a search warrant, raided
the couples residence at Perez Acres in Yigo on Wednesday after
receiving reports of a military investigation over the weekend.
According to the magistrate complaint filed by Chief Prosecutor Phil Tydingco,
GPD officers reviewed the military investigation file and determined that
probable caused existed to conduct a search of the Dunlops home.
During the search of the house, approximately 1,700 nude photos of adults
and children, including the two minor sons of the couple, were found.
The sexually explicit photos were reportedly digital camera pictures derived
from the computer files of the Dunlops.
Police confiscated the defendants computer, several pornographic
magazines and numerous sexually oriented videos and devices.
Police observed that four photos are of the wife lying on her back naked
from the waist up exposing her breasts with her two minor sons touching
her breasts with their hands. One picture shows one of the sons placing
his mouth on her left breast.
Raiding police officers immediately contacted the Child Protective Services
Division of the AGO who took custody of the minors.
During an interview at the Healing Hearts Crisis Center, the 5-year-old
son said that he, his brother and his parents usually do not wear any
clothing at home.
He said he has seen his parents doing the sexual acts in their house and
his father takes pictures of him and his brother while they are naked
or playing with their mother.
The minor further stated that sometimes, his father gives the camera to
his mother to take pictures of him while he places his brothers
genital area in his mouth.
He also told investigating officers that his father has warned him not
to tell anyone about what they do or he will spank them, adding that both
his parents spank him very hard on his butt and that sometimes they use
a spatula when they spank him.
Since the minor is naked when he is being spanked by his parents, this
leaves marks on his body as a result, GPD said.
After the raid, GPD personnel arrested the wife on Wednesday and she was
put behind bars. A warrant was issued for the airmans arrest but,
yesterday, Michael Dunlop contacted Superior Court marshals asking them
to pick him up at the office of his attorney.
The Dunlops, who are retaining Howard Trapp as thir counsel, are slated
to appear in the courtroom of Judge Alberto Lamorena on May 4 for a preliminary
hearing.
Tydingco told Variety that the AGO is still studying all the evidence
that will be presented to the grand jury.
He said they are also determining whether there are other minors that
were victimized by the defendants.
Tydingco, who reiterated that the AGO is retaining jurisdiction over the
case because it involved civilians and it happened outside the military
base, explained that the couple is assumed innocent until they are proven
guilty of the charges.
He added that Andersen Air Force Base law enforcers are cooperating with
the ongoing investigations.
