THE administration
has proposed the creation of a commission that would evaluate the qualification
of teachers seeking jobs with the Guam Public School System.
The proposal, according to Bill 99 proposed by the administration to the
Legislature, is intended to establish a system of professional development,
standards, certification and evaluation that serves to improve the
quality of instruction for Guams children.
The administration says by receiving better quality of instruction, Guam
students would be better equipped to work and succeed in an ever-changing
and increasingly complex global economy.
The proposed Guam Commission for Educator Certification is envisioned
to provide a rigorous system of certification, professional development
and evaluation designed to support improved student achievement
and to improve the quality of Guam educator workforce and to improve student
performance.
The commission would have seven voting members appointed by the governor.
The members would hire an executive director.
The body would be composed of a classroom teacher, a school administrator,
a guidance counselor, two members with an education degree from a U.S.
accredited university, and two representatives from the community. Each
member would serve a three-year term.
