NOW that Senator
Jesse Lujan has called GWA out on their illegal activities, they only
seem too eager to defend the abuses they committed against the people
of Guam. GWA took the law into its own hands by shutting off water to
residents who simply did not have a water shut-off valve. Where does GWA
get off making its own laws?
It is sheer arrogance that they believed they had the authority to turn
peoples water off without any law or ordinance to back up their
actions. I guess it should come as no surprise that the GWA head is now
trying to block Senator Lujans bill from passing. The GWA leadership
is questionable at best and this incident further demonstrates their uncaring
attitude for their customers.
GWA does not want a bill to pass that re-emphasizes the legal fact that
they cannot change laws without the express authorization of the Guam
legislature. GWA does not want accountability and will not even accept
responsibility for wrongdoing when they have been caught red-handed!
The GWA leadership is concerned only with self-interest and has somehow
gotten the idea that the laws should only be followed when they suit their
own ends. But I am glad GWA is trying to fight Lujans bill because
it calls even more attention to their terrible attitude and unwillingness
to obey the law.
I am glad that Senator Lujan has taken up the standard on this issue,
and I am confident that he will see to it with the passage of this bill
that GWA and other possible line agencies will think twice before implementing
their own self-serving policies, which always come at the expense of the
people.
Everyone, and I mean everyone, has a right to have water, and it is absolutely
criminal that GWA went around depriving people of water simply because
they did not have a shut-off valve. Maybe the water should be shut off
to the GWA heads home for a few days so he knows what its
like not to have water. The punishment fits the crime.
