DISMISSED airport police officer
Vincent R.Q. Castro yesterday pleaded not guilty to the felony charges
filed against him involving the pocketing of a Korean passengers
wallet.
During his arraignment in Judge Alberto Lamorenas courtroom, Castro
waived speedy trial and asked for a jury of 12.
Castro, 38, was ordered by the court to return on Sept. 11 for a criminal
trial setting. His case was assigned to Judge Katherine Maraman.
Castro was indicted with another airport police officer, Gilbert Aguon,
on May 10. They are facing charges of theft of property as a third-degree
felony, theft of property lost or mislaid as a third-degree felony, two
counts of official misconduct, making false report, and un-sworn falsification,
all misdemeanors.
Castro allegedly took the Louis Vuitton wallet of a Korean passenger,
Hwa Jin Lee.
Lee reportedly lost her wallet containing more than $500 but not less
than $1,500 in the vicinity of the airport.
The wallet was found and turned over to the lost and found section of
the GIAA police division.
However, on April 6, 2007, Castro took the wallet from Aguon, who failed
to record in the lost and found log book the recovered passenger property.
Under the GIAA standard operating procedures, all lost and found items
should be inventoried and recorded for accountability.
Aguon notified Castro of the Louis Vuitton wallet that was turned in.
Castro also failed to sign the log book before taking the wallet, according
to the indictment.
On April 24, Castro gave false information to a law enforcement officer
with intent to induce such officer to believe that another person had
committed an offense. He gave false information that he returned the wallet
to the passenger on a flight bound for Korea.
To further mislead an inquiring co-worker, Castro submitted a written
false statement to the Guam Airport Police stating that he returned the
wallet of the Korean passenger.
