Recycling center owner arrested for buying stolen copper wire

POLICE have arrested the owner of a recycling center on Middle Road for buying stolen copper wire.
Quan Huang, represented by attorney G. Anthony Long, was brought to Superior Court for a bail hearing yesterday afternoon.
Associate Judge David A. Wiseman imposed a cash bail of $35,000.
Assistant Attorney General Kevin Lynch is the prosecutor.
The police affidavit stated that Quan Huang is the owner of Huang Zheng Corp., a recycling center on Middle Road in Puerto Rico.
It added that a cooperating defendant provided information to a law enforcement officer regarding several copper wire thefts .
The cooperating defendant admitted stealing copper wires from several Commonwealth Utilities Corp. water wells, residents and establishments.
He told police officers that he sold most of the stolen items to Huang’s recycling center.
Huang, he added, knew that the copper wire was stolen and even gave him a bolt cutter to use for stealing more copper wire.
On Feb. 2, at 10 am, DPS personnel and the cooperating defendant brought 20 kilos of copper wire to Huang’s recycling center.
Huang met the cooperating defendant and asked him if the copper wire was good.
The cooperating defendant told Huang that the copper wire was stolen from CUC.
Huang then instructed the cooperating defendant to place the wires on the scale for weighing.
After the wire was weighed, Huang paid the cooperating defendant $40.
The undercover officers and the cooperating defendant left the area and met later for a debriefing.
Huang was arrested at 6 p.m. on the same day.
