Overstaying ‘tourist’ arrested at recycling center

AN overstaying “tourist” was arrested on Friday after authorities found that he was working illegally at a recycling center suspected of involvement in copper wire thefts.
Ximin Fan, 43, was brought to Superior Court for a bail hearing yesterday afternoon.
Associate Judge David Wiseman imposed a cash bail of $5,000.
Fan was remanded to the custody of the Department of Corrections and was ordered to appear in court on Feb. 8 for an order to show cause hearing at 1:30 pm.
According to the affidavit of the Division of Immigration, Fan was arrested by personnel of the Attorney General’s Investigation Unit and Department of Public Safety at the Huang Zheng Corp., a recycling center on Middle Road in Puerto Rico.
The affidavit stated that Chinese nationals at the recycling center were under investigation for possible involvement in copper wire thefts.
The company’s owner, Quan Huang, was also arrested for buying stolen copper wire.
Fan entered the CNMI on a short-term tourist entry status on March 1, 2004 which expired on March 31, 2004.
He does not have a pending labor case or a temporary work authorization.
The Division of Immigration said Fan has failed to comply with the terms and conditions of his entry and is a deportable alien.
