GOP Precinct 4 officer defends right to hold meeting

THE chairman of the Republican Party’s Precinct 4 club says the central committee has no authority to either sanction or not sanction their meetings.
Luis U. Kapileo said the CNMI Republican Party’s bylaws require precinct clubs to meet at 7:30 p.m., on the second Wednesday in January of every second odd numbered year.”
The schedule and the place, according to the bylaws, “shall be published by the central committee.”
But Kapileo said the central committee has not done so.
Any proposal to pre-empt the authority of the precinct club will violate the party’s bylaws, he added.
During a meeting on Jan. 4, GOP’s Precinct 4 club chose its two nominees for House of Representatives.
Kapileo said the result of the balloting was: Sylvestre Iguel, 111 votes; Barbara Yamada, 59; and incumbent Rep. Candido B. Taman, 10.
“If Taman feels that his rights have been violated, he may see Section 8 of our bylaws’ Article II,” Kapileo said.
