Power outages Some residents have been experiencing brief power outages due to rotational tripping being conducted by the Guam Power Authority to alternate preventive maintenance on its baseload generators. Besides power outages, residents of Harmon and Dededo also had to contend with water outages due to an emergency water shutdown to repair a 14-inch line break from Wednesday to Thursday.
