Power to swerve

MAYBE the Guam Power Authority should use some of that public relations cash they spend so freely on ‘Power to Serve Because We’re Great’ advertisements to maintain and upgrade their systems.
My Yigo neighborhood experienced unplanned power outages ranging from a few minutes to a few hours nearly every day over the past week, which leads us to wonder about what they’re doing with all those big (and frequent) power rate increases.
One more thing: I recently noted a GPA Ford F-250 pickup truck (license number 4158) with a registration tag that expired in 2005. Have we reverted to the previous system wherein GovGuam vehicles no longer need annual inspection and registration? Or is this just another case of arrogant disregard for the law? Acknowledging that GovGuam is self-insured, how do we know those vehicles are safe, and how many other unregistered and possibly unsafe GovGuam vehicles are on the streets?
