The Senate referred
four different resolutions regarding three presidential appointees to
the Board of the Palau National Communications Corporation and one member
to the Palau Public Utilities Corporation Board of Directors to the Committee
on Resources, Commerce and Trade Development during its Feb. 2 regular
session.
The Committee is chaired by Sen. Alfonso Diaz.
The three who were appointed by President Remengesau to the PNCC Board
are Arvin Raymond, Mariana Espangel and Everett Belelai while Terangue
Gillham is appointed to the PPUC Board.
In his letter to Senate President Johnny Reklai, Remengesau said that
Raymond was a fine employee of the Ministry of Commerce and Trade for
many years, serving as Port Inspector, Administrative Officer, Chief of
the Division of Transportation and Communication and Acting Director of
the Bureau of Commercial Development.
Raymond recently left government service to work in the private sector.
The president said that Raymond will add a strong administrative and management
of the PCC Board and a strong knowledge of communication issues that face
the PNCC.
Espangel worked for the Gua Supreme Court for 25 years, as an Executive
Assistant and Chief Deputy Clerk.
The president said that following her esteemed career in Guam, Espangel
returned home and is willing and able to serve Palau.
He said that Espangel will have a very positive impact on the Board, taking
into consideration her strong administrative experience.
Belelai graduated with a degree in Bachelor of Arts at Hawaai Pacific
University and has a strong experience in computer technology and information
systems.
The president said that this technical experience and knowledge would
serve the PNCC Board well, taking into account the on-going modernization
requirements of the telecommunications industry.
The president also stressed the strong engineering background of Gillham
as well as his administrative and management background, which he had
demonstrated during his effective term as Executive Officer of the Environmental
Quality Protection Board.
The president said that the overall management of the PPUC would be greatly
enhanced by Gillham.
This, he said, is critical considering the major infrastructure requirements
facing the corporation over the coming years as well as the need to improve
the overall management of PPUC.
