40 detainees test ‘negative’ for drug use

THE drug tests of 40 detainees at the Department of Corrections all came back negative, showing no signs of recent drug use, according to DOC director Robert Camacho.
The tests were administered Saturday after three minors were found attempting to toss prison contraband over the fence.
“Apparently, there was some kind of coordination with the minors and, fortunately, they were caught by the police department,” Camacho said. “What we are doing now is relocating the laundry area to make it more difficult for them (prisoners) to undertake contraband exchange with the public.”
Camacho told Variety that the attempted contraband toss was done near the laundry area where 40 detainees were detailed.
“What happened was we had some detainees on laundry detail and they threw some contraband out of the facility over the fence in a sock. We conducted a shakedown of the facility to find out if anyone was using drugs. We tested them and no one tested positive for drug use,” he added.
The Department of Corrections is now working to relocate the laundry detail space to another area away from the public.
There are a total of 130 detainees at the facility but only 40 were tested for drug use. DOC employees with immediate access to the facility were not tested, according to Camacho.
“None of the officers was tested that day. The Department of Administration is responsible for testing these employees. I have asked DOA to test my officers. I don’t know how long it has been. We have been asking and asking and nothing yet,” Camacho said.
One of the three minors involved in the tossing incident, a 15-year-old girl—was remanded to the Department of Youth Affairs.
The two other minors, a 14-year-old boy and a 17-year-old girl, were released to the custody of their parents.
The Guam Police Department continues to investigate the case as Camacho said they need to connect one of the minors with a detainee.
There may be more charges pending against the alleged inmate, once identified, for receiving the contraband, said Camacho.
Camacho said he is not sure if the drug paraphernalia found on the minors came from a detainee or if the minors had it on them the whole time and were planning to toss it into the facility.
