WHILE working with the government
and also when she retired, Connie Togawa continued to be approach by landowners
for assistance related to land issues, so two weeks ago, she decided to
open her own consulting firm to assist families with questions about their
property.
Dealing with land matters can be lengthy and tedious. Friends and
family members often asked me for help, so I figured I could lend my expertise
to all those who need it. I can tell you where your land is by just hearing
your family last name, said Togawa.
Her business, Marianas Land Title Consulting, offers very affordable prices
for the services of a certified expert witness on finding
the history of pre-war and post-war property, the determination of ownership,
agreements to exchange lands (short-exchanges), land exchanges, agricultural
homesteads (short conveyances), and other related land matters, including
preliminary title searches.
Judge Juan T. Lizama certified Togawa as a certified expert witness
on land issues during a recent trial.
I started working at the Land and Claims Office during the Naval
Administration in 1957 and continued under the Trust Territory government
until 1968. After that, I worked with the US Government, Farmers Home
Administration Agency processing loans from 1976 to 1993 and also doing
related land issues such as property mortgage, said Togawa.
In 1994, Ms. Togawa returned to work for the Division Land Registration
and Survey. She was hired as a member of Land Registration Team. Later,
she was promoted to Land Registration Team Chairperson. Former Governor
Froilan Tenorio appointed her as the Director of Division of Land Registration
and Survey. However, she refused the directorship and accepted the position
as acting director. Thereafter, she was appointed Assistant Chief of the
Division of Land Registration and Survey.
In 2002, Ms. Anna Demapan Castro, Chairperson of the former Marianas
Public Lands Board of Directors asked Togawa to work for MPLA saying she
needed her expertise in researching land all those landowners awaiting
for compensation, and to clear property titles.
