TWO drug convicts are facing
new charges of possession of methamphetamine after one of them made a
mistake of over speeding without a license.
Donald Lee Scott, 63, and Shiela Ann Stumpf, 60, were each charged with
two counts of possession of a schedule II controlled substance as a third-degree
felony.
Scott was convicted of the same crime in the Superior Court of Guam on
Oct. 3, 2001 while Stumpf was convicted on Dec. 23, 1998 for the same
offense in the local court.
According to the magistrate complaint made by Deputy Attorney General
Dianne H. Corbett, Police Officer Ephraim Amaguin was on routine patrol
in the Sinajana area when he observed a red Nissan Quest traveling eastbound
on Herman De Leon Street at a high speed in a 15 mph zone.
He followed the vehicle and noted speeds of up to 35 mph. When the vehicle
turned into South Pina Ct., he conducted a routine traffic stop.
The vehicle stopped in front of house #325 and the operator identified
himself as Donald Lee Scott.
Officer Amaguin asked for his identification but Scott said he didnt
have documents and that said papers were inside house #325.
Scott was told that he could get the documents, provided that the police
officer would have to accompany him.
Scott agreed to be escorted by Officer Amaguin in the residence where
the police officer met the house owner identified as Shiela Stumpf.
Scott and the police officer went to the bedroom to retrieve documents
when Officer Amaguin noticed syringes and a spoon on a shelf above where
Scott retrieved his wallet.
Officer Amaguin also observed several heat fabricated glass pipes containing
what appeared to be methamphetamine. The items were confiscated.
When Scott and the police officer returned to the living room, Office
Amaguin observed a clear plastic object protruding from between the seat
covers where Stumpf had been seated.
The plastic that appeared to be heat sealed plastic straws containing
what appeared to be crystal methamphetamine were also confiscated.
Officer Amaguin requested other officers to assist him in searching the
bedroom of Stump. During the search, several drug-related items such as
gram scales, plastic straws, heat activated glass pipes and U.S. currency
separately bound into $100 packets were discovered.
Scott and Stumpf were immediately arrested.
