Ada proposes tax credits for raceway construction

REPRESENTATIVE Martin B. Ada has introduced a measure providing non-refundable tax credits for the construction of an international raceway on island.
But Ada, during Tuesday’s session, said he had yet to receive the comments on House Bill 15-133 he solicited from government agencies, community and non-profit organizations.
His bill seeks “to authorize non-refundable tax credits for contractors, designers and material suppliers for work performed on the development and construction of the Saipan International Raceway.”
Ada, R-Saipan, last year introduced House Resolution 15-36, asking the Department of Public Lands to designate land for a drag racing facility that will be operated and managed by the Commonwealth Racing Federation.
The lawmaker, in his letter to DPL Secretary Del Rosario, said the CRF, which includes the Marianas Automotor shop Sports Association and the Marianas Racing Association, has entered into a memorandum of understanding for the use of the property that will be designated by the government.
The group has already drafted basic drag racing rules and regulations.
Following the adoption of H.R. 15-36, Del Rosario told Speaker Oscar M. Babauta, Covenant-Saipan, that “instead of a land designation, the department will have to issue a temporary permit to use the public land which has certain requirements before it can be approved.”
