Up in smoke

THREE drug users turned up in the Guam fire department last week among the 36 tested. Since it was reportedly a random sampling, we can reasonably assume that nearly 10 percent of those responding to life-threatening emergencies may be drug-impaired and/or looking to score some of our personal property to support their habits: paramedics, ambulance drivers, firefighters, advanced life support folks—you get the picture. Not exactly confidence inspiring, if you get my drift.
How do you feel now about making that 911 call? This should, but won’t, trigger 100 percent mandatory testing for GovGuam employees.
One obvious problem is that we most likely lack the capability to simultaneously process a couple of thousand dopers through drug-rehab. Has anyone tested the fire chief lately?
