DRIVERS licenses issued
outside of Guam may be honored in the territory for a period of one year
under a new public law that extends the 30-day use and validity of licenses
issued by other U.S. jurisdictions or foreign countries.
Before the enactment of Bill 321now Public Law 28-162newcomers
on Guam were allowed to use their drivers licenses from other jurisdictions
for a period of 30 days upon arrival on island. After the 30-day period,
they were required to surrender the old license and apply for a local
license.
P.L. 28-162, authored by former Sen. Larry Kasperbauer, allows the use
of off-island-issued licenses by allowing newcomers to use them for one
year since their arrival provided that they have not expired and that
they pay the $25 extension fee to the Department of Revenue and Taxation.
Another amendment to the drivers license law makes the license renewal
more lenient for active military personnel.
Sen. Judi Won Pats Bill 229, now Public Law 28-160, extends the
validity of a servicemans drivers license beyond the expiration
date, if he or she is deployed.
The new law allows them to renew their licenses after such licenses have
expired while on active duty.
Bills 321 and 229 were among the eight bills passed by the 28th Legislature
and signed into law last week by Gov. Felix P. Camacho.
The governor also signed Bill 368, now P.L. 28-164, which updates the
Guam wage and hour law to make it compliant with the federal Fair Labor
Standards Act.
Accompanying this measure is Bill 369, now P.L. 28-165, which requires
the chief procurement officer to ensure that all bidders comply with U.S.
Department of Labor wage determinations.
Both bills were sponsored by former Sen. Bob Klitzkie.
Also signed into law were:
Bill 361, now P.L. 28-163, which changes the length of pet licenses;
Bill 277, now P.L. 28-161, allows the Airport Board of Directors
to set the salary for its comptroller;
Bill 382, now P.L. 28-166, permits World War II veterans to receive
an honorary high school diploma; and
Bill 402, now P.L. 28-167, approves the revisions to the administrative
rules and regulations of the Student Financial Assistance Program for
the Nursing Training Scholarship program and the Merit Award Rules and
Regulations.
