Warrant of arrest against 3 aliens out

THREE of the 36 Chinese illegal aliens transported by an alien smuggler are now the subject of a warrant of arrest filed by the U.S. Attorney’s Office.
A motion for warrant of arrest against Guo Ping Wei, Jing Ying Wang, and Bing Xin Xie has been requested in the U.S. District Court of Guam.
Charges of illegal entry have also been filed against the Chinese nationals.
The three allegedly entered Guam on Oct. 28, 2006 after paying Jing Hua He, 37, who was earlier arrested on Saipan for transporting at least 36 Chinese nationals to Guam.
He, also known as “Tanya” or Hong Fei Wang, was charged with two counts of alien smuggling on Dec. 24, 2006 for unlawfully transporting illegal aliens by boat twice last year.
Based on the declaration made by U.S. Customs and Immigration Enforcement Special Agent Michael Hernandez, He hired a boat operator to transport five aliens to an area near Two Lovers Point on Oct. 28, 2006.
Hernandez also declared that further investigation showed that He paid some $9,300 to the boat operator after the aliens were illegally smuggled into Guam.
The agent said He charged each Chinese national $4,000 for the smuggling trip.
On Dec. 15, 2006, “Tanya” was observed dropping off several groups of Chinese aliens at Outer Cove Marina on Saipan where they subsequently boarded a boat that was supposed to be used to smuggle them into Guam.
CNMI Boating and Safety officers later found 31 Chinese nationals on board the boat.
They were subsequently identified as Chong Hua Lin, Yu Hui Lei, Wen Lin Lin, Shi Qiang Huang, Zhao Sheng Zeng, Zhi Ping Zheng, Ming Sheng Zheng, Wen Kian Zheng, Guo Hua Zheng, Zhao Jian Zeng, Jun Bin Yu, Jin Ping Lin, Jin Shu Zheng, Guang Ling Huang, Bin Pan, Zhi Xing Yu, Zhen Ming Gong, Ya Tang Huang, Yao Zhen Li, Zhi Xiong Lu, Gui Hua Li, Fen Juan Lin, Qing Hui Chen, Xiu Hong Luo Managarero, Lai Yi Yang, Di Fang Xu, Bin Chen, Fei Xia Mao, Hai Yan Huang and Li Fan.
The special agent reported that “Tanya” or He was supposed to smuggle the 31 aliens to Guam after receiving money from them and paying the boat operator.
