Half-a-million in bail for man arrested on multiple counts of criminal sexual conduct

A HALF-a-million dollar cash bail was ordered yesterday by the Superior Court for the temporary release of the man arrested in Dededo on Monday night on 40 counts of criminal sexual conduct, child abuse, family violence and terrorizing.
Superior Court Judge Alberto Lamorena yesterday ordered William Acfalle Bamba, 47, to return to court on Feb. 9 at 4 p.m.
Bamba was arrested on Monday night after his latest minor victim complained of his sexually molesting her on Friday.
Bamba was arrested on 13 counts of criminal sexual conduct, 13 counts of child abuse, 13 counts of family violence, and disorderly conduct. He allegedly sexually assaulted three minor girls known to him.
Bamba is no stranger to the Guam Police Department. He has a rap sheet that dates back 20 years.
“In 1987, he was arrested for two counts of third-degree criminal sexual conduct and was sentenced to five years in prison. In 1998, he was arrested three times for separate cases of family violence, terrorizing and assault. His latest arrest was in 2006. He was charged with disorderly conduct, public intoxication, and resisting arrest,” GPD Sgt. Art Paulino said.
“The Juvenile Investigation Section was notified by the Child Protective Services after a 17-year-old reported that she was sexually assaulted and abused by a man known to her,” Paulino added.
Through a JIS investigation, police discovered that two other minors were assaulted by Bamba from 2005 up to the time of his arrest.
“At the time, the girls were aged 16, 13, and 15,” the police officer added.
Bamba was also charged with terrorizing as one of the girls said he threatened to kill her when she told him to leave her sister alone.
Police reminded caretakers and parents about their responsibility to protect their children.
“Our department takes a zero tolerance stance on any assault or sexual assault on Guam’s youth. We will investigate such cases very aggressively and take appropriate action,” Paulino said.
