Convict back in jail for assault

A MAN who has five prior convictions, including misdemeanor offense and felony, was sent back to jail after he was arrested for assaulting his cousin in a public place.
Lysander Alexander Starr II, 34, is facing new charges of family violence as a third-degree felony, assault as a misdemeanor, and public drunkenness as a violation.
He has prior conviction in the Superior Court of Guam on June 6, 2002 for terrorizing, and on April 23, 2001, for family violence and driving while under the influence of alcohol.
He was also convicted on March 24, 2000 for aggravated assault as a third-degree felony and on Feb. 8, 1996 for mutual combat assault as a misdemeanor.
Last Sunday, at about 6:50 a.m., he was caught by police officers who responded to a disturbance call at Tanguisan Park in Harmon.
Police Officer Faustino Constantino observed that Starr’s breath smelled of intoxicating beverage. When asked about his cousin’s name, Starr took a defensive stand and began accusing the officers of talking to him only because he is black. Starr began yelling obscenities at Officer Constantino and Police Officer Donny Pangelinan.
A witness, George Alvarez, said he was at the location to go fishing when he saw Starr arriving with another male. He observed an argument between the two men and saw Starr strike the other male, who was later identified as Jesse Camacho.
Alvarez stated that for about 10 minutes, Starr continued to beat Camacho, who sought safety under a car. Camacho finally managed to escape and run into the nearby jungle.
Another witness, Janet Muna, said she observed Camacho lying on the ground with Starr sitting on top of him, punching Camacho in the face, as well as striking Camacho’s chest with his knees.
A search was conducted for Camacho and he was located in the nearby jungle.
Camacho told police that he had been beaten by his cousin. Officers observed a cut in Camacho’s lip, bruises on his rib cage, and dry blood on his face. Camacho was transported to Guam Memorial Hospital for further treatment.
2 arrested for theft
A 17-year-old and a 19-year-old were arrested on Saturday morning for theft.
A t 7:44 a.m. that day, a citizen noticed suspicious activity taking place in his neighborhood in the Swamp Road area in Dededo. He reported the incident to police.
The witness told police that he saw two people “possibly stripping a vehicle” of its parts.
“Upon further investigation, police located two male individuals and discovered a green Acura Integra being stripped of its parts. That vehicle was reported stolen at 6 a.m. that same day at the PC Outlet Upper Tumon location,” GPD public affairs officer Allan Guzman said.
Police were able to arrest Jay Darrel Bacilius Wasisang, 19, of Dededo, and a 17-year-old, whose name was withheld because he is a minor.
Wasisang was charged with theft of a motor vehicle, jurisdiction over an adult, and guilt established by complicity. The minor, however, was charged with theft of a motor vehicle, theft by receiving, conspiracy to commit theft, consumption of alcohol, entry forbidden, and guilt by complicity. The minor remains in the custody of the Department of Youth Affairs.
Purse snatchings
Police have added three more on the list of individuals believed to be responsible for purse snatchings.
Two suspects struck at 4:50 a.m. on Monday at the Precious Condos in Tamuning. Two women were in the compound’s parking lot when they were approached by two men.
“One of the two men attacked one of the women in an attempt to grab her purse. A struggle ensued between them. The male overpowered the female and he stole her purse containing miscellaneous identification cards and an undetermined amount of money,” Guzman said.
The woman assaulted was later treated by medics and transported to the Guam Memorial Hospital. The other woman was not harmed.
The two suspects in this case are described as 5-feet-6-inches to 5-feet-10-inches tall, and possibly of local or Micronesian descent. Both are estimated to be in their mid-20s.
One has a fair complexion and was last seen wearing a black shirt with black pants. The other suspect is described to be of dark complexion and was last seen wearing red long-sleeve shirt with blue jeans, according to Guzman.
At 7:30 p.m. on the same day, a third purse snatching suspect victimized one of three women who were walking on the second floor of the Guam Advance Building in Tamuning behind K-Mart.
