Man files disturbing the peace complaint vs woman

A 29-year-old man has filed a complaint with the Department of Public Safety against a woman who screamed and yelled at his residence in Kagman on Wednesday night before taking his car.
Erik Brown filed a complaint of disturbing the peace against Gloria Cabrera.
Brown said they were at his house at 8:34 p.m. on Wednesday when he and his wife heard yelling and banging on the door.
Brown stepped outside and saw three men standing in the dark while Cabrera was yelling in front of him.
Brown said his two children who were asleep in their bedroom were awakened by the screaming, yelling and banging on the door.
The woman told Brown that she was taking his car which was parked in front of his house.
Brown said he saw another man, Cabrera’s cousin who lives a few blocks away, running toward him while taking off his shirt “as though ready to attack.”
Cabrera stopped the man and told him not to touch Brown.
Brown went back into the house and dialed 911 for assistance.
But Brown said the dispatcher told him that his call was about a civil matter.
When Brown explained that there were four men outside his house with one of them threatening to attack him, the dispatcher handed the call to another dispatcher who told him that the men outside were just taking the car.
Brown said he told the officer that the men were not just trying to take the car.
Brown said while he was on the phone talking to the officer, he heard the car’s engine being started and speeding off.
Brown told the officer that his car had been taken. The officer asked for the car’s registration number and plate number and told Brown that an officer was on his way to investigate.
Brown and his wife waited for the arrival of the police officer but no one showed up.
At 9:27 that night, the dispatcher called Brown’s residence and told him the situation was not serious.
Brown got upset.
He said he officer then told him to calm down and that a responding officer was still trying to find his location.
The dispatcher asked again for Brown’s location and assured him that a police officer was on his way to assist him.
Brown said no officer came to his house.
He said he talked to acting Police Director Aniceto Ogumoro yesterday morning when he filed the complaint.
He said he is planning to file a complaint against the two officers who received his call that night.
Brown said Ogumoro promised him that he would investigate the matter.
“My family are entitled to police protection. We have been harassed — the lives of my two kids were put in danger and that’s all we got from the police? Do we deserve this kind of treatment from a law enforcement officer who has a duty to protect the public?” Brown said.
He said Cabrera was introduced to him by a friend. Cabrera sold him her blue Toyota Hilux truck on Feb. 14, 2007.
Brown gave Cabrera an initial down payment of $400. The balance amounted to $1,200.
When Brown discovered that there were many problems with the vehicle he called Cabrera and informed her that he was returning it.
Brown also asked for the return of his $400 but Cabrera got mad and told him that he had already bought the vehicle.
Brown insisted on getting back his money and told Cabrera to pick up the vehicle from his residence.
Cabrera arrived at his residence on Feb. 28 and took the vehicle without paying him back.
