BLS sets new schedules for monumentation program

By Nazario Rodriguez Jr.
Horizon news staff

Following the recent signing into law on Feb. 20 of RPPL 7-26, the Bureau of Lands and Surveys proposed a new schedule and timeline after Aril 10, 2007 for the ongoing monumentation program of the government.
RPPL-7-26 (not 6-26 as earlier reported) gives BLS one-year and six months not to exceed to August 11, 2008 to conclude its work. Also, BLS will lease its land registration program six months prior to the Land Court closing its doors on Feb. 11, 2009.
The proposed scheduled noted that the Monumentation Calendar under RPPL 7-3 is calendar No. 43 with its monumentation and surveys scheduled for March 27 to April 10, 2007.
April 10 in the last survey day under monumentation calendar No. 43 pursuant to RPPL 7-3.
The new schedule said that from one month from April 11 to May 11, 2007. The concerned Land Registration Officers (LROs) should prepare and compile all completed claim files of their claimants and transmit them to Land Court.
Thus, all claim files have been monumented and surveyed must be compiled and transmitted to Land Court within a 3-day period with no exceptions.
It also said that all make-up surveys which were not completed before, must be completed within this 30day period.
A new schedule of make-up surveys must be prepared and party chiefs must follow, according to the guidelines.
The guidelines said that all LROs who have completed monumentation of their Tochi Daicho Lots in their States, must scheduled OMERIRIIM, if any, for subsequent monumentation.
It said that Omeririim monumentation schedules must be supported by colored maps to show which of these lots have remained unmonumented until now and must be disposed off through Omeririim.
The BLS said that there are cases where Tochi Daicho lot numbers will remain but all lands have been monumented.
The guidelines also said that the claimants who showed up to monument their claims but were not able to do so due to bad eeather, lack of transportation of BLS survey crews to sites and or lack of knowledge where their claims are located must be accommodated through make-up surveys.
The BLS said that new announcements must be issued to Ngerel Belau with names of such claimants as part of each designated area announcements.
However, there will be no new filing of claims to be allowed.
BLS Director Gilbert Demei said that concerned LRSs must prepare new announcements for his review and approval regarding this specific issue.
