Bill to allow alcohol in chartered vehicles

NEWLY wed couples may soon be able to have that first glass of champagne together as husband and wife in a limousine en route to the wedding reception.
Sen. Adolpho Palacios, D-Ordot/Chalan Pago, introduced Bill 67 which seeks to apply existing rules and regulations from the “On Sale” Guam Code Annotated to a law passed in the 28th Guam Legislature.
“This bill would do nothing more but link the current rules and regulations that apply to ‘on sale’ liquor license to the mobile liquor license. The mobile license bill was passed early on in the last legislature,” said Palacios. “It would allow for the consumption of alcoholic beverages, like wine and champagne, in a limousine or chartered van.”
Palacios told Variety that it is currently a violation of the Motor Vehicle Code to consume alcohol in a motor vehicle. The rules and regulations of the law were passed in the recent Legislature but the rules have yet to be implemented by the Alcoholic Beverage Control Board.
“When I checked…the ABC Board said they haven’t gotten the rules and regulations and that it was the only thing holding the law back,” Palacios said, adding that many of the vendors providing limousine services want to know why the regulations have yet to be adopted.
The board, after discussions, decided that the best way to go about this law would be to apply the same rules and regulations for those who would want to possess an “on sale” liquor license, Palacios said.
“We took a short cut so we wouldn’t have to go through the Triple A which is time consuming,” Palacios said. “From beginning to end, going through Triple A would take 90 days. It would take too long because the law should have been implemented more than a year and a half ago.”
