3 arrested in 2 separate cases

A MAN and a couple were arrested in separate theft and assaulting a minor cases.
Vincent Castro Duenas, 25, Rayson Ray, 24 and Phoebi Kosam, 25, were all brought to Superior Court for a bail hearing yesterday morning.
Associate Judge Ramona V. Manglona set a $450 unsecured bond and 10 percent of the cash bail of $500 for Duenas’s temporary liberty, and imposed a cash bail of $5,000 each for Ray and Kosam.
The defendants were remanded to the custody of the Department of Corrections after the hearing.
They were all represented by Assistant Public Defender Samuel J. Randall while the government was represented by Assistant Attorney General Anne Marie Roy.
Duenas, Ray and Kosam were arrested on Monday night.
The affidavit of Detective Patrick Maanao stated that a theft complaint was reported to the police on Feb. 28.
The victim stated that on Feb. 26, she and several friends held a farewell party for George Seravia who was leaving the island on Feb. 28.
The victim and her friends invited Duenas to come to the party.
Duenas offered to deliver the food.
The victim gave Duenas $50 and instructed him to deliver the food on Feb. 26 between 10 and 10:30 p.m.
The affidavit stated that Duenas failed to deliver the food and failed to return the money to the victim.
Duenas also took money from the same victim earlier this month.
He told the victim that he would be opening a catering business and he needed employees.
Duenas borrowed $150 which he has failed to pay back.
The child abuse case involving Ray and Kosam was reported to the police on March 14 by a personnel of the Division of Youth Services.
Kosam’s brother stated that she has been beating her three-year-old daughter.
He stated that he asked his two daughters to pick up the minor victim and bring her to their house.
When the daughters returned with the victim, Kosam’s brother saw that the victim had bruises on her buttocks, legs and head.
The minor was then brought to the Commonwealth Health Center for examination, and the medical report stated that the victim had multiple abrasions and contusions.
The affidavit stated that Kosam in an interview with DYS, admitted beating up her daughter.
Kosam admitted that “whenever she is angry, she takes it out on her child.”
The affidavit also stated that Ray admitted pushing the victim by accident causing bruises in the child’s head.
