A 37-year-old
woman who was behind the smuggling of at least 36 Chinese nationals to
Guam last year will be sentenced in the District Court of Guam in June.
Jing Hua He, also known as Tanya, was charged with two counts
of alien smuggling for unlawfully transporting illegal aliens by boat.
Magistrate Judge Joaquin Manibusan set Hes sentencing date for June
18 at 10:30 a.m. after accepting the guilty plea she entered last month.
In her plea agreement, the defendant admitted that she approached Brett
Halstead of Saipan about smuggling citizens from China to Guam.
She offered Halstead $9,500 cash plus $500 for fuel if he would make the
trip. She recruited five aliens who paid her $4,000 each to be transported
to Guam.
Halstead, who worked for a dive boat company, transported five aliens
to Guam on Oct. 28, 2006 and dropped them off on the shoreline near Two
Lovers Point.
Only two of the five aliens were identified. They are Guo Ping Wie, Jin
Xing Wang and Bing Xin Xie.
When Halstead returned to Saipan, He asked him if he would be willing
to make another trip after giving the promised $9,500. Halstead agreed.
The defendant recruited another 31 aliens and charged them $4,000 each
to be smuggled to Guam. On Dec. 15, 2006, He brought the 31 aliens to
the dock where Halstead loaded them onto his boat in preparation for the
trip to Guam.
CNMI Boating and Safety officers later found 31 Chinese nationals on board
the boat.
