What road repair projects?

IN looking at the Marianas Variety on March 20, I was concerned about the article titled, “Contract for Tinian Harbor Repair Signed.”
Of particular interest is the sentence:
“The resolution also calls for the reprogramming of $200,000 appropriated for road projects on Tinian.”
I have resided on Tinian for three years and I have yet to see ANY road repairs being done on the island. Other than filling pot holes with sand and sometimes cement, which gets washed out with the next heavy rain, there has been absolutely no significant road repairs. There are three crucial areas that need a complete repaving:
1. From Broadway to just past the Tinian Health Center
2. From Broadway to just past the Tinian High School
3. From Broadway to the North Field IBB transmitter station
All of the aforementioned roads have many many pot holes and some being almost a foot wide and a foot deep. If there is or was all this money to repair the roads, why haven’t the brain surgeons here done something about a permanent fix? Don’t the powers that be realize that if you repave the roads “properly” then there will be no need for periodic repairs? Looks like, as usual, the funds were conveniently directed “elsewhere” instead of using them for their desired purpose.
