Trial court finds probable cause in CPA theft case

THE Superior Court has found probable cause to believe that an employee of the Commonwealth Ports Authority who was arrested for stealing an air-conditioner, water dispenser and desktop computer committed the offense.
Jeffrey S. Santos, 35, was charged with two counts of theft and one count of unlawful possession or removal of government property.
Santos, who was represented by Assistant Public Defender Samuel J. Randall, appeared before Associate Judge David Wiseman for a preliminary hearing on Tuesday afternoon and was later remanded to the custody of the Department of Corrections.
Santos’s co-defendant Brian S. Camacho, 34, another employee of CPA, was also arrested on Friday for theft and receiving stolen property.
Camacho, represented by attorney Perry Inos, appeared in court for a bail hearing on Monday.
The court allowed Camacho to post 10 percent of the $10,000 bail and a $9,000 unsecured bond.
Camacho appeared for a bail modification hearing on Tuesday before Judge Wiseman.
Camacho posted a $10,000 property bond and was released through a third party custodian — the defendant’s live-in partner for 13 years.
The live-in partner works at the Division of Agriculture as a quarantine officer.
The affidavit submitted in court stated that Santos on the night of March 7, went to CPA’s incinerator facility and removed the 8,000 BTU window type air-conditioner from its fixed position and brought it out to the ramp in front of the building.
Santos then called Camacho and asked him if he could bring his truck and meet Santos at the football field.
Camacho arrived at the football field and he and Santos rode back to the incinerator facility and loaded the air-conditioning unit onto the bed of the truck.
The two then drove to the 24 Hours Pawnshop in Chalan Kanoa, also known as Pink House Pawnshop, and pawned the air-conditioning unit for $50.
Santos, on the night of March 9, went back to the incinerator facility and took a water dispenser and desktop computer and placed the items in a gray Civic Honda that he rented from Alamo rent-a-car.
He pawned the items at the Stephen Rem Pawnshop in Chalan Kanoa.
Santos and Camacho were both assigned to the incinerator facility of CPA.
Camacho was convicted of assault and battery in 2002 for beating up a woman.
The Santos arraignment was set for March 26 while Camacho’s will be on April 2.
