Saying that he
considers their State Boat as Angaurs Compact Road, Governor Horace
Rafael said he has records to show that all the money intended for dry-docking
and repair were spent wisely.
This is in reaction to a request from three of his constituents to conduct
a probe into expenditures of Stimulus Grant funds reportedly used to finance
the repair and dry-docking of their "sorely needed commuter boat."
The request was made by Dirkemul Clara Michael, Victorio Uherbelau and
Severio Takesi Joseph last month to House Committee on Chairman on Judiciary
and Governmental Affairs Chairman Kerai Mariur.
Rafael clarified that the total sum spent was only $90,000 and not $140,000
as had been reported.
The Governor said that he also added $25,000 from the stimulus fund because
the $90,000 amount was not enough.
In their letter to Mariur, Michael, Uherbelau and Joseph claimed that
the poor ferryboat frequently breaks down endangering the lives and safety
of passengers.
They also claim that the once developed mechanical problems on its way
back to Koror and that the boat remains unseaworthy and continues to cross
the seven-mile open sea between Peleliu and Angaur.
But Rafael said that it was not a mechanical trouble but a human or mental
error saying that it ran out of diesel.
He said that the boat would experience trouble anytime, like a car because
it is being used regularly.
But Rafael said he is not angry or against anyone because he said it is
the right of anyone in Angaur has the right to ask where the state government
spent the money.
But was disappointed that he was never asked first about it.
"They should have come to me and offer help to fix the problem,
he said.
"Im mystified and curious why they did that," he said.
