GPSS superintendent evaluation results revealed

THE results of the Guam Education Policy Board’s Wednesday evaluation and assessment of Guam Public School System Superintendent Luis Reyes will be shared with Reyes in an executive session at 6 p.m. today in the GPSS conference room.
GEPB member Melinda Castro said the purpose of the evaluation and assessment is not to determine whether to retain or remove the GPSS superintendent.
“This is to just ensure that the superintendent’s actions are in the best interest of the students and to follow the provisions set in the Adequate Education Act,” Castro told Variety.
She said the evaluation would reveal Reyes’ job strengths and weaknesses.
“This is not at all for the purpose of determining whether to retain or remove the superintendent. Not to say that they will or won’t. The board has to follow the guidelines in Public Law 28-143 if they were to remove the superintendent,” Castro said.
P.L. 28-143, passed in the 28th Guam Legislature, amended a law involving the termination of the superintendent and the duties of the GEPB.
The law, introduced by former Sen. Larry Kasperbauer, listed 15 reasons for the termination of a GPSS superintendent by the GEPB. Unless the board feels that the superintendent has done something listed in P.L. 28-143, the board cannot legally remove the superintendent of education.
Reyes shared his thoughts on his meetings with the nine voting members of the board on his job evaluation with Variety yesterday afternoon.
