GPSS associate superintendent transferred

THE associate superintendent of secondary education, Kenneth Chargualaf, began his temporary reassignment to the Guam Public School System’s maintenance department yesterday.
Chargualaf was transferred by GPSS Superintendent Luis Reyes to prioritize the capital improvement projects of GPSS facilities that fall in line with the Adequate Education Act which will come into effect on Oct. 1.
“Since the U.S. Supreme Court didn’t favor the governor’s (bond borrowing), we have to take a look at the projects we can accomplish without the anticipated $33 million from the failed proposed bond,” Reyes told Variety.
Reyes said the bond borrowing proposal, which was curtailed on Wednesday by the nation’s highest court, would have given GPSS some $30 million for capital improvement projects in preparation for the enactment of the Adequate Education Act.
“We cannot rely on that money anymore. So I have tasked Mr. Chargualaf to the maintenance department to prioritize the projects. We may need $20,000 or even $500,000 to conduct the repairs,” Reyes said.
Chargualaf, according to Reyes, cannot be detailed to that department for more than 90 consecutive days. The superintendent will sit in for the associate superintendent in the meantime.
“I will sit in as the associate superintendent of secondary education. I spoke with him about it and he told me he felt ‘overwhelmed’ in preparing the priority list of CIPs,” Reyes said.
