GOVERNOR Camacho recently made an end run around the injunction that requires GPSS to make complete payroll each pay period, on time, before addressing other things such as utility bills.
He ordered the Department of Administration to pay GPSS’s delinquent power bills to “protect the health and safety of Guam’s public school students.” He apparently believes it’s OK to short-circuit the normal financial disbursement process to avoid the spirit and intent of restrictions put in place by the court to enforce compliance with local and federal wage and labor laws. It remains to be seen whether he’ll be taken to task for it, as the attorney general is again “reviewing her options” (what else?) in the matter.
It’s unlikely that she’ll do much about it, but it’s obvious that the injunction granted didn’t anticipate this sort of financial footwork. Perhaps she should ask of the judge that it be broadened to include payments made “by or on behalf of” GPSS, to forestall future such shenanigans.
