Sailor sentenced to 30 monthsfor manslaughter

A SAILOR from the USS City of Corpus Christi was sentenced to 30 months of incarceration after he pleaded guilty in the manslaughter case filed against him two years ago.
Raul Mastrapa, 24, was also dismissed from the service after the Navy Criminal Investigation Section and the Judge Advocate General recommended a bad conduct discharge after two days of a military court marshal.
His rank was reduced from First Class Petty Officer to E1, the lowest rank in the U.S. Navy.
Mastrapa is now locked up in the Andersen detention facility while waiting for his transfer to the Miramar detention center in California.
The young sailor was reportedly speeding in his Cherokee Jeep in Agat near the Inn on the Bay when he collided head-on with a Nissan driven by Lilian P. Quichocho.
The 39-year-old woman died at the Naval Hospital a few hours after the May 2005 accident.
The investigation also showed that Quichocho’s car collided with another car, a Dodge Durango, after the Cherokee hit the Nissan.
Mastrapa was found to be under the influence of alcohol and was subsequently arrested. He was charged with vehicular homicide, reckless driving and driving under the influence.
The Guam Police Department reported that Mastrapa had a blood alcohol level of nearly 0.30, more than three times the legal limit.
A trial was held in the Superior Court of Guam and he was released to a third-party custodian.
A year later, his case was transferred to the legal department of the U.S. Navy.
