A man has been
charged with four counts of marijuana peddling.
Based on Criminal Case No. 07-070, Valentin Oikang is facing charges of
trafficking in a controlled substance.
According to the affidavit of probable cause executed by Bureau of Public
Safety Officer Norman Bintorio on March 8, another police officer Dolyn
Tell and a confidential informant conducted a controlled buy and bust
against Oikang.
The affidavit said that the informant was given $50 in pre-recorded drug
funds and instructed him to buy marijuana joints from the defendant.
The controlled buy was said to have occurred towards the back of B&M
store .
The affidavit said that the defendant got out of his vehicle and approached
the informant.
It said that the informant then handed Oikang the money which the defendant
reportedly accepted.
The affidavit further added that Bintorio then met the CI who gave him
50 joints suspected to be containing marijuana.
The defendants vehicle was stopped by the police and he was arrested
after the marked money was caught in his hands.
The affidavit said that the defendant reportedly confessed getting marijuana
from Peleliu.
Police then field tested the joints and it came back positive for marijuana.
