President Joseph J. Urusemal has signed into law the seven
final measures passed by the 14th Congress of the Federated States of
Micronesia.
P.L. 14-104: amends the budget laws (PL. 14-95 & 14-99) to appropriate
the $2,418,036 for supplement the FY-2007 budget. While P.L. 14-105 through
P.L. 14-109, were amendments to previous laws funding various public projects
in the four states. In his transmittal letters, the President had noted
his concerns over the disparities between the figures from Congress and
those from the Department of Finance and Administration. He therefore
advised Congress that the Department will certify and pay only the
amount available in each project account.
P.L. 14-110: amends Title 54 (Taxation and Customs) of the FSM Code as
it relates to: expanding the tax payers subject to the corporate income
tax regime, re-defining paid-in-capital or equity of corporations, and
insertion of a provision requiring submission of certain audited financial
statements.
Along with the newly signed Laws were fifteen Resolutions as adopted by
the Sixth Special Session of the 14th FSM Congress and the 1 day Seventh
Special Session:
C.R. 14-89 Calling on the President of the Federated States of
Micronesia to establish a Special Task Force on accelerated Sea-Level
Rise.
C.R. 14-112 Expressing concern over the torment and cruelty appearing
in broadcast images of recent executions carried out in the State of Iraq
and calling upon the Nations of the world to eliminate abuse and torment
in carrying out executions.
C.R. 14-115 The Federated States of Micronesias accession
to the revised constitution of the Asia-Pacific Telecommunity.
C.R. 14-116 Confirming the nomination of Garrison Jovan Irons to
be a member of the Federated States of Micronesia Social Security Board
C.R. 14-117 Recognizing the continuing accomplishments of Mr. Manuel
Miningfel of the State of Yap for his continued accomplishments and success
in the international sport of weightlifting.
C.R. 14-118 To approve a technical assistance grant from the U.S.
Department of the Interior to provide fund to implement the FSM
Machine Readable Passports modernization project.
C.R. 14-120 Setting the ceiling of the National Funds estimated
to be available for appropriation from the General Fund of the Federated
States of Micronesia for the fiscal year ending September 30, 2007.
C.R. N14-121 Expressing the sadness and condolences of the Fourteenth
Congress of the Federated States of Micronesia at the passing of the Honorable
Johnny Reklai, President of the Senate of the Republic of Palau.
C.R. 14-122 Expressing the sadness and condolences of the Fourteenth
Congress of the Federated States of Micronesia at the passing of Chief
Andrew B. Ruepong of the State of Yap.
C.R. 14-123 To approve a grant from the United States Centers for
Disease Control for implementation of a comprehensive cancer control program
for the Federated States of Micronesia and each of the FSM States.
C.R. 14-124 Calling on the President and the FSM Public Auditor
to initiate and audit of the use of compact funds by the State of Kosrae.
C.R. 14-125 Expressing the sadness and condolences of the Fourteenth
Congress of the Federated States of Micronesia at the passing of the former
President of the Federated States of Micronesia, His Excellency, Tosiwo
Nakayama.
C.R. 14-126 Expressing the gratitude of the People of the Federated
States of Micronesia to the Honorable Peter M. Christian for his many
years of dedicated service as a member and Speaker of the Congress of
the Federated States of Micronesia.
C.R. 14-127 Expressing the gratitude of the People of the Federated
States of Micronesia to the Honorable Claude H. Phillip for his many years
of dedicated service as a member and Vice Speaker of the Congress of the
Federated States of Micronesia.
C.R. 14-128 Expressing the gratitude of the people of the Federated
States of Micronesia to the Honorable Ramon Peyal for his dedicated service
as a member of the Thirteenth and Fourteenth Congress of the Federated
States of Micronesia.
