TWENTY-SEVEN persons were
arrested on Thursday for working at the Rifu Apparel garment factory in
San Vicente without lawful documents.
Also arrested were two managers, authorities said.
The 27 workers were brought to Superior Court for a bail hearing on Friday
afternoon before Associate Judge Kenneth Govendo.
Govendo imposed a cash bail of $1,000 for each of them.
But he allowed the 27 to post a $900 unsecured bond and 10 percent in
cash for their temporary release.
The respondents were remanded to the custody of the Department of Corrections
after the hearing on Friday.
According to the Department of Public Safety, the Attorney General Investigative
Unit, the Division of Labor and the Criminal Investigation Bureau conducted
the joint operation on Thursday at 9:30 a.m. at the San Vicente factory
after the Superior Court issued a search and arrest warrant.
The authorities had earlier received information that several aliens were
engaged in illegal employment and immigration fraud at the factory.
DPS spokeswoman Lei Ogumoro said the 29 arrests were made at the scene.
Six were males and 23 were females.
The respondents were all transported to the Department of Corrections
for booking and detention.
The 27 respondents were identified as Shaomei Chen, Ying Chen, Gouxiang
Cheng, Hong Ying Cheng, Kyung Suk Kim, Xiaofeng Li, Guangman Qiu, Yan
Song, Lianfang Tong, Bihua Weng, Feng Yu Wu, Lifeng Ye, Shan Zhong, Qisen
Zhou, Yu Lan Zhu, Liugen Zhang, Wei Hang Bao, Yan Zhong, Aijuan He, Xiaying
Wang, Xiaoli Xu, Yehong Li, Fengdi Qian, Caifeng Wang, Hailing Wang and
Lin Zhang.
The 27 workers were ordered to appear in court on May 24 for an order
to show cause hearing.
Shu Ji Li and Zhen Juan Zhang were also arrested for unlawful acts and
immigration fraud.
Shu Ji Li is a factory manager while Zhen Zhang provided Li with undocumented
foreigners to work at Rifu.
The immigration affidavit stated that on March 20, immigration investigators
received information from a confidential informant that several foreigners
were working illegally at Rifu.
Shu Ji Li hired, supervised and paid the illegal workers while Zhen Juan
Zhang provided Li with undocumented workers, the affidavit stated.
The workers were not paid an hourly rate but were instead paid for each
garment they produced.
In April 2006, authorities raided Rifu Apparel Corp. in As Lito and R
& B Corp. in Chalan Kanoa and arrested 55 illegal workers, most of
whom were overstaying tourists and foreigners whose work permits had expired.
The Superior Court ordered their deportations.
