Fitial to consult Rota lawmakers on CDA nomination

GOVERNOR Benigno R. Fitial will seek a recommendation from the Rota legislative delegation regarding the vacancy on the Commonwealth Development Authority board of directors.
Vito Ulloa of Rota was earlier nominated by the governor but he declined the offer.
The term of Rota’s board member, Vincent Calvo, expired last month.
As acting governor, Lt. Gov. Timothy P. Villagomez submitted Calvo’s renomination to the board which the administration claimed as “void” because it was not properly transmitted to the Senate.
“It was not transmitted properly. Now that my new nominee declined (Vito Ulloa), I have to consult with the leadership of Rota on a new appointment,” Fitial told Variety.
Asked if Calvo will be considered for the position, the governor said, “Let them come forward.”
On Friday, Senate Floor Leader Felix T. Mendiola, Covenant-Rota, said they will adopt a resolution to address the issue.
“We had a resolution recommending that Mr. Calvo be reinstated as he was initially reappointed by (Villagomez),” Mendiola told Variety.
Mendiola reiterates his support for Calvo’s re-appointment to the CDA board.
“He’s been there for four years and he knows a lot about the agency unlike a new guy to the position,” the senator said.
“I personally like Mr. Calvo, with due respect to the governor, because we have problems at CDA and we plan to put him on a sizzling grill to correct the system,” he said, describing the agency’s situation as “really chaotic.”
He did not elaborate.
Calvo is a Babauta appointee who handed in his courtesy resignation to the new governor last year.
Calvo and three other members who also submitted their courtesy resignations were then re-appointed by Fitial.
Calvo’s four-year term expired on April 24 but he was given a 90-day extension as acting board chairman.
“I am still the chairman of the board of CDA as I was designated in an acting capacity for 90 days,” Calvo said. “If the Senate does not act on my re-appointment, I will be vacating the position. But I am optimistic that the administration will acknowledge my contribution to the agency,” he told Variety in a recent telephone interview.
He said he wants to see CDA back on track.
