We understand that in September 2006, you made a multi-million dollar withdrawal from certain GovGuam trust fund accounts at the Bank of Guam.
You certified that the money was no longer needed for purposes of the related bond debentures, and that it would be used for Cost of Living Allowance, or COLA, payments pursuant to the recent Superior Court of Guam ruling.
What did you and George and the others do with that money? If we pull hard on this loose end, will the entire GovGuam tapestry of financial deceit unravel?
