Inmate’s petition against DepCor denied

AN INMATE who was the subject of a 10-day manhunt two years ago failed to get the court’s support to compel the Department of Corrections to reclassify and place him in minimum custody.
John Junior Pangelinan filed a petition against DepCor, complaining about the alleged failure of Corrections director Robert Camacho to adhere to a ministerial duty.
Pangelinan is serving a life sentence, of which he had already served 10 years.
Every year, DepCor conducts a review of inmate classification through the Adjustment and Classification Committee.
Pangelinan is classified as a medium 3 inmate and is housed in a designated area for medium custody inmates. He is eligible for programs and activities within the main perimeter of the adult correctional facility and may move about within the institution, but is within frequent view of corrections personnel.
