AS you know, I am a United States citizen and of Northern Marianas descent, who domiciles on the island of Saipan and have consistently exercised my right to vote in election seasons over the last 38 years; and, more importantly, a taxpayer, stakeholder and retiree of the Commonwealth of the Northern Marianas Islands Government (the People’s Government) as protected by both the U.S. Constitution and the NMI Constitution.

I am very disturbed, perplexed and concerned about the recent events that are happening with respect to the state of the fiscal posture of our government and the predicament Our Great Commonwealth is in today. I feel that there is something majorly wrong. These events are clear indication that there’s a gross mismanagement of public funds and potentially even financial crimes activities. There’s too much at stake here with the domino effects they bring into the people’s lives and welfares. The people are suffering grave economic difficulties and public services at their worst (poor quality services including sacrificing our children’s education) have been compromised more than ever.

The people deserve much better than this from their elected leaders and including from those entrusted as custodians of public funds and regulated industries. We must raise questions and demand honest answers from This Administration (Governor Ralph DLG Torres) including those politically appointed Cabinet-level (past and present Secretaries of Finance Ms. Larissa Larson and Mr. David DLG Atalig) and all the regulatory (Lottery and Commonwealth Casino Gaming Commission) Commissioners and tax-related long time consultant (Mr. Rufin S. Inos) who are appointed or hired to protect the best interests of Our Great Commonwealth Motherland and her people in connection to any and all monies relating to the Casino License Agreement including but NOT limited to the casino GRT, Community Benefit Fund, Developer’s Tax Fees and or penalties. We must hold them accountable for their irresponsible actions or inactions be it direct or indirect in betraying public trust which the security and stability of our government is also put at risk.

To that end, this communication will serve as a written letter respectfully and officially requesting your office in the People’s House of Representatives to exercise your constitutional legislative power and issue the congressional subpoena(s) and compel the above-mentioned witnesses and respective testimonies and have them produce those records on file pursuant to Article II, Section 14(b) of the CNMI Constitution and Rule VIII. Standing Committee. Section 1. Ways and Means and Rule XII. Sections 1 and 2 respectively. Warrants, Subpoenas, Oaths and Contempt respectively pursuant to the adopted Parliamentary Rules of Procedures for the House of Representatives in the Twenty First Northern Marianas Commonwealth Legislature.

At this juncture, I would also like to put you on notice that I will be seeking the assistance of the CNMI Office of the Attorney General, CNMI Office of the Public Auditor and the U.S. Department of Justice (as previously reached out) in a separate request to conduct a joint-cooperative effort investigation of allegations of public corruption (potential financial crimes relating to this particular matter), the betrayal of public trust and putting the security and stability of our government at risk.

Mr. Speaker, it is my hope that you and your colleagues at the Legislature will take this matter (request) seriously and collectively to do the right thing, which is to issue the subpoenas in the best interests of the people and for the greater good of Our Great Commonwealth Motherland.

I pray for your respect, decency, integrity (ethical behavior) and those of your colleagues and may the Holy Spirit guide you. Only you in your conscience hold the gavel for that rightness.
