Regarding the contract awarded to Trublu Resources

THIS is an open letter to Commerce Secretary Mark O. Rabauliman and acting Procurement and Supply Director Francisco Aguon.

Pursuant to the CNMI’s Open Government Act, this communication will serve as a written request to inspect and obtain copies of any and all pertinent documents including but are NOT limited the actual solicitation announcement for a full and open competition, the department’s SOW, the funding source grant agreement and terms of that particular grant award, proposals received from potential offerers in response to the solicitation, the names of the evaluation team, the evaluation criteria and evaluation score sheet (tabulation), the original fee proposal from all responding proposers, the BAFO, the contract agreement and the terms of the contract incorporated and made a part of the contract agreement, the Notice of Intent to Award, the NTP and the Sole Source Justification if it is true what was reported in Monday’s Marianas Variety regarding the sole-source contract awarded to Trublu Resources, a firm owned by former Department of Fire and Emergency Medical Services Commissioner Clyde K. Norita.

I am hereby transmitting this same letter to the Office of the Attorney General, the Office of Public Auditor and the U.S. Department of Justice, Federal Bureau of Investigation for their respective information of my request because (1) it’s a public procurement involving federal grant funds of the American people’s tax dollars awarded to the CNMI government and the acquisition process for this particular contract award was accomplished through the CNMI government’s procurement regulation; and (2) for these law enforcement authorities to look into and investigate a possible abuse and waste of public funds, theft of public funds, betrayal of public trust and public corruption in the people’s government.

In addition, I respectfully request if your respective office could please acknowledge receipt of this e-communication so that I could have them as my records on file.
