Rabauliman says workforce issue is also a concern for planning council

THE newly elected chairman of the Commonwealth Planning and Development Advisory Council said the islands’ lack of an adequate workforce is an issue that they will have to discuss because it is crucial to the CNMI’s economic development.

Secretary of Commerce Mark Rabauliman, in an interview, said the department and agencies that are members of the council are tasked to develop their own plans which will be incorporated into a master plan that will be submitted to the governor and the Legislature.

“The goal is to come up with a master plan in order to implement those ideas that support the governor’s vision for the entire commonwealth,” he added.

The council established by Public Law 20-20 will provide policy direction for the new Office of Planning and Development which is led by a director, Kodep Ogumoro-Uludong who was appointed by the governor on Jan. 8.

Ogumoro-Uludong is a former project manager for the Micronesia Islands Nature Alliance. He has a bachelor’s degree in political science from the University of Southern California and a master’s degree in communications from the University of Texas, El Paso.

Ogumoro-Uludong also held a fellowship in conservation and completed a Pacific Island Community Adaptive Co-Management Course at the University of the South Pacific in Fiji.

Moreover, Ogumoro-Uludong is a board member of the Commonwealth Development Authority and the Northern Marianas Housing Corporation.

In a statement, he said the mission of the Office of Planning and Development is to establish development objectives, standards and principles for the islands’ desired land use for residential, recreational, agricultural, commercial and industrial needs.

The following agencies are members of the Commonwealth Planning and Development Advisory Council: the Department of Public Lands, the Marianas Visitors Authority, the Department of Public Works, the Bureau of Environmental and Coastal Quality, the Department of Commerce, the Commonwealth Utilities Corp., the Department of Lands and Natural Resources the Saipan Zoning Office, Offices of the Mayors of Saipan, Tinian, Rota and Northern Islands and the Governor’s Strategic Economic Development Council.

Rabauliman said during the council’s first meeting on Tuesday, they discussed the expansion of the council membership to include the CNMI Department of Labor, the Public School System, Northern Marianas College and CNMI Homeland Security.
