Saipan council OK’s ordinance to establish charter commission

THE Saipan and Northern Islands Municipal Council approved an ordinance to establish the Saipan and Northern Islands Municipal Charter Commission.

Council chairman Luis John Castro said the commission aims to “secure the benefits of the participatory form of local governance and provide the best public services possible to local residents.”

He said the commission will “undertake the necessary assessment and/or conduct studies…on the administration, management and operations of the agencies of local government as prescribed in the Constitution, statute, or municipal ordinance on municipal government.”

Once the mayor approves the ordinance, he can appoint nine commission members with the consent of the municipal council, Castro said.

Funding for the commission’s operations may be incorporated in the mayor’s annual budget or supplemental appropriations, he added.

The commission, he said, is also authorized to apply for federal assistance in undertaking its enumerated tasks as approved by the mayors of Saipan and Northern Islands.

Besides Castro, the other members of the municipal council are Diego L. Kaipat and Antonia M. Tudela.
