Mayor Apatang asks SHEFA board to revisit application deadline

MAYOR David M. Apatang is asking the Saipan Higher Education Financial Assistance to re-examine the deadline on its applications.

In his letter to SHEFA Chairman Oscar M. Babauta, the mayor said the current application deadline prevents high school students who want to enroll at the Northern Marianas Trades Institute from availing themselves of scholarship assistance.

This is because the PSS school year begins in August which is past the SHEFA submission deadlines, he added.

Apatang said NMTI courses vary in length due to industry demand that the school produce trained individuals within a span quicker than the semester system.

For example, he added, NMTI’s culinary-arts program was changed from two-hour classes twice a week to four-hour classes three times a week.

The students in culinary-arts classes finish the program at a quicker rate and  are immediately put to work, the mayor said.

“This urgent need has forced NMTI to run a year-round program,” he added.

Another example, he said was how NMTI’s Commonwealth Utilities Corp. power-generation-mechanic classes lasted approximately seven months.

If calculated using the semester system, this would cover a span of two semesters, he added.

He is requesting that the SHEFA board revisit the issue as soon as possible and consider seriously the needs of the community for trained skilled personnel.
